VCAA implementing Objective to streamline business processes and comply with VERS requirements

The Victorian Curriculum and Assessment Authority (VCAA) has selected an electronic document and records management system (EDRMS) from Objective Corporation (ASX:OCL) to deliver improvements across its business processes and comply with its statutory obligations to the Public Record Office of Victoria (PROV).

 

The VCAA selected Objective following an evaluation of six competitive bids. In addition to meeting the required functionality, Objective was considered the easiest to use, offering complete functionality within a single interface.

The VCAA is the statutory body that sets curriculum guidelines for students from Prep to Year 12 in Victorian schools and oversees how learning is assessed. It services both government and non-government schools and is directly responsible to Victoria's Minister for Education and Training.

The VCAA was faced with increasing volumes of electronic documents being used as the basis of transactions and business processes - both within the VCAA and in its interaction with suppliers and its clients. It required a solution that would ensure that these were managed as government records, in line with standards mandated by the PROV under its Victorian Electronic Records Strategy (VERS) and a solution that provided a platform upon which the VCAA's staff could access and share information, regardless of whether it was paper based or electronic.

Initially the EDRMS will be used in the Contracts area to streamline its procurement processes. It will subsequently be used throughout the enterprise, underpinning the majority of the organisation's business processes such as: freedom of information requests; ministerial correspondence; and policy, criteria and standards development for curriculum, assessments and courses for school students.

The EDRMS will enable the VCAA to manage paper, electronic records and digital objects in any format, within a single system, across all of its business functions. The capture of complete records and metadata will assist the VCAA comply with its obligations under VERS.

"The EDRMS will be used by all staff representing a broad cross-section of roles including: contracts staff, senior managers and records managers," said Michael White, Chief Executive Officer, VCAA.

"We sought a system that could be easily tailored to meet all users' needs, resulting in an easy to use solution, accommodating the different skill levels of this varied group, reducing the time required for training and expediting user acceptance," said Michael White.

The VCAA will be one of the first organisations in the Education sector to meet its VERS requirements.

The Contracts area will use Objective to improve its procurement processes and ensure compliance with the Department of Education and Training (DE&T) Accredited Purchasing Unit (APU) and the Victorian Government Purchasing Board (VGPB).

By providing staff with the ability to access and share information, regardless of its format or location, and by managing information as an asset, the VCAA expects improvements in consistency, continuity and productivity of its procurement processes.

Objective's workflow capabilities will ensure staff are aware of tasks requiring completion, can access all relevant documentation associated with the task and automate routing for approval processes. This, together with the version control, audit trails and security inherent in Objective will result in the VCAA complying with policy and guidelines required by DE&T APU and VGPB.
